The Michigan legislature is
considering a bill that could reduce the price of electric bicycles for
those with limited incomes. The bill’s sponsors want to increase those
residents’ access to reliable means of transportation.

The California Bicycle Coalition received a $10 million grant last year
to create California’s E-Bike Affordability Program. Rebates for
qualifying applicants include up to $1,000 for a regular e-bike and up
to $1,750 for a cargo or adaptive e-bike. The incentive program tested a
soft launch in June in four regions throughout California and will
launch throughout the state in late Summer or early Fall 2023. The
program is expected to help fund between 4,000-7,000 e-bikes for

Contra Costa County:
Buy a new e-bike and apply for up to $500-worth of savings through this
program funded by the Bay Area Air Quality Management & Contra
Costa Transportation Authority. This rebate applies to Class 1, 2 and 3
e-bikes and is based upon your household income. Be sure to apply within
six months of purchasing your new e-bike to take full advantage of this

The city provides a rebate of $50-$700 on qualified e-bike purchases to
Healdsburg Electric customers. To qualify, the customer must intend to
replace some of their car miles with e-bike miles. Be sure to apply

Los Angeles, Orange, Riverside, and San Bernardino Counties: The
Replace Your Ride incentive allows residents to trade in their car for a
cleaner alternative, like an e-bike, and receive up to $9,500 to cover
the cost of purchase. Residents must meet income criteria and their

Monterey, San Benito, and Santa Cruz Counties: The
Monterey Bay E-Bike Incentive Program offers low income residents from
Monterey, San Benito and Santa Cruz counties up to $500 rebates on
electric bikes. E-bikes must be purchased from a qualifying bike shop on

Water and Power residential customers are eligible for a $500 rebate
when they purchase a new electric bike from participating local bike
shops. Customers can receive an additional $250 rebate when purchasing
an electric cargo bike or adaptive e-bike. PWP customers currently
enrolled in the income-qualified bill payment assistance program can
receive an additional $250 bonus rebate (up to $1,000). Log into your

city of Redding, California offers an income-qualified e-bike program
that helps lower the upfront costs of owning an electric bike by
providing a point-of-purchase voucher towards an e-bike, helmet, and
lock from a participating retailer. To qualify, you need to meet the
income guidelines and be enrolled in the Residential Energy Discount
program, which saves you money on your monthly utility bill. Qualified
customers will receive a voucher of up to $1,000 towards purchasing an
eligible e-bike, lock, and helmet but will still be responsible for
paying the remaining balance owed at the time of purchase. Learn more.
If you live in the Santa Barbara area and aren’t sure about buying an
e-bike, the EZBike Project allows locals to loan an e-bike to
incentivize more residents to incorporate biking into their lifestyles.
Participants must be Santa Barbara residents and be 16 years or older.

Silicon Valley Power offers e-bike rebates around 10% of the pre-tax
cost of an e-bike, up to $300, and offers additional money for
income-qualified applicants. In order to receive this rebate, you must
be a Silicon Valley Power customer and submit an application within 60
days of purchasing an e-bike. Learn more.
The GO Santa Cruz E-Bike Rebate program offers $400-$800 e-bike
incentives for employees of the City of Santa Cruz and those who work in
the Downtown Santa Cruz Parking District. You must first apply to the
program, watch the Bike Safety Training video and complete a quiz &
survey. After that, you’ll receive a rebate voucher via email to be
redeemed at participating electric bike stores. Learn more.
San Francisco Bay Area:
Clean Cars for All gives low-income residents of the Bay Area $7,500 to
turn in old, polluting cars and replace them with an e-bike. Multiple
members of the same household can purchase additional e-bikes until they
reach the $7,500 threshold. Residents must live in a qualifying zip
code, have a household income that falls below the income cap, your
vehicle qualifies and complete an application to be awarded this grant. Learn more.
Colorado E-Bike Rebates
The state’s e-bike rebate program begins August 1, 2023 and will be the
largest program available in the state. Residents making less than 80%
of the county’s area median income (AMI) can receive a rebate of $1,100.
Residents making 80-100% of the AMI are eligible for a $500 e-bike
rebate. Additional incentives are available for cargo and adaptive
e-bikes as well as for locks and helmets. Learn more.
Get up to a $400 rebate when purchasing an electric bike. Avon
residents must use the e-bike to replace car trips and apply for this
rebate within 180 days of purchasing an e-bike. Learn more.
Residents of Boulder, Colorado can apply for an e-bike voucher during
open enrollment periods in July 2023 and September 2023. A limited
number of vouchers are available and the city holds a random drawing to

Residents of Denver can receive a rebate of $300 for a standard
electric bicycle and $500 for an e-cargo bike. Income-qualified
residents and residents with disabilities are eligible for bigger
rebates. Residents must apply during release dates throughout the year.

The town of Avon, Vail and VailEagle offers the Shift Bike Share
Program to residents. This allows riders monthly and annual passes to
the bikes or a 40-cent-per-minute pay-as-you-go model. Learn more.
Residents looking to replace their commutes to work with an e-bike, and
other car trips with an electric bike, can receive a rebate of up to
$200. The cost of the e-bike must be more than $500 in order to qualify.

Glenwood Springs, Eagle, Pitkin, Garfield, Mesa, and Gunnison Counties: Locals
looking to offset their car miles with e-bike miles can get a rebate of
$50 when they purchase a new electric bike for commuting to work or
running errands. To qualify, applicants must be a Holy Cross Energy
customer and the rebate is limited to 2 e-bikes per household. Learn more.
Mountain Parks Electric gives members rebates up to 25% of the cost of
the e-bike (no more than $150) when you email them a receipt of
purchase. Be sure to submit the receipt within 90 days of purchasing

Members of the Gunnison County Electric Association are eligible for
post-purchase rebates on their e-bike up to 25% of the cost, capping out
at $150. Simply apply through their website with a copy of your e-bike

La Plata, Archuleta & Nearby:
The La Plata Electric Association offers up to $150 e-bike rebates to
members who purchased an e-bike within the last 90 days. The rebate will
not exceed 25% of the cost of the e-bike and members must apply to

Connecticut E-Bike Incentives
The Department of Energy & Environmental Protection kicked off its
statewide program on June 23, 2023. The program gives up to $1,500
vouchers to help residents purchase a new electric bike. At this time the application portal is closed due to overwhelming demand. Learn more.
Georgia E-Bike Incentives
The Atlanta City Council is considering offering e-bike rebates to
residents to get less cars on the road and promote a healthy lifestyle.
The $1 million program would apply to income-qualified residents. Learn more.
Hawaii Electric Bike Rebates
The Department of Transportation offers residents up to a $500 rebate
or 20% off the total cost of an electric bike. Applicants must be 18
years of age or older and can prove one of the following: they
participate in a low-income assistance program, do not own a motor
vehicle with 4 or more wheels, or they are currently enrolled in school.
Iowa E-Bike Rebates
The Eastern Iowa Light & Power Cooperative offers a post-purchase
rebate of 25%, up to $150, to members who purchase an e-bike. The
application along with proof of purchase must be submitted within 180

Maine E-Bike Rebates
The Governor signed a bill into law that would offer income-qualified
residents electric bike rebates. The program is still in the works and
more details are expected to be announced in late 2023. Learn more.
Massachusetts E-Bike Incentives
The Massachusetts state legislature passed a bill for an electric bike
rebate program featuring rebates between $500-$750 depending upon income
status to residents. The plan is currently being worked on to execute
this program with the launch of the e-bike rebate program expected in

Cape Cod, Martha’s Vineyard:
Cape Light Compact anticipates offering an income-eligible e-bike
voucher program in Summer 2023. The vouchers will cover the cost of an
e-bike, at participating e-bike shops, up to 75% of a Class 1 e-bike or
up to $1,200. The voucher will also cover up to $125 for e-bike

Michigan E-Bike Rebates
The Michigan Legislature is considering a new bill that would provide
e-bike rebates to residents with limited income. The proposal includes a
$500 voucher or 90% of the retail price of an e-bike, whichever is
less. And for those in low-income households, the amount would increase
to $1,250. The bill is in the House committee on tax policy and would

Minnesota Electric Bike Rebates
Minnesota lawmakers allocated $4 million for a new e-bike incentive
program set to launch in 2024. This new program provides up to $1,500 in
rebates for a new e-bike plus accessories. The rebate amount is
determined by the applicant’s household income. To be eligible,
Minnesota residents must be at least 15 years old, be a resident
taxpayer in the previous calendar year and current year, and not be

New Mexico Electric Bike Rebates
New Mexico Statewide:
Lawmakers are considering an e-bike incentive program dedicating $6
million to provide low-income residents discounts on a new e-bike
purchase. Applicants would receive a $1,200 instant rebate on their
purchase. This bill is currently in Senate committee discussions as of

Bronx & Brooklyn:
The Equitable Commute Project strives to make micro-mobility more
available to low-income workers. ECP partners with Spring Bank to
provide low-cost e-bike loans to employees or participating

East Side Bike Club and Create a Healthier Niagara Falls Collaborative
rent free e-bikes to community members as part of an e-bike library.
These programs are dedicated to making biking more available in
underserved communities and offering group rides to promote biking as

New York Statewide:
The New York State Energy Research & Development Authority is
working on a Ride Clean e-bike program that would offer a 50% rebate on
e-bike purchases up to $1,100. This program expands on the current Drive
Clean rebate program for electric cars and was sent to the Assembly

North Carolina E-Bike Incentives
The City Council approved a pilot program giving residents $500
vouchers to help purchase a new electric bike. Income-qualified
applicants would receive up to $1,500 rebates. Learn more.
Ohio E-Bike Rebates
The E-Bike Incentive Pilot Program kicked off July 10, 2023 giving
residents $500-$1,200 towards the cost of a new electric bike.
Applicants are eligible if they live in the city of Columbus, are 18
years of age or older and have a household income of less than $150,000 a

Oklahoma E-Bike Incentives
Currently sitting in the Oklahoma State Legislature is a proposed bill
to give a $200 tax credit to qualifying new e-bike purchases. Learn more.
Oregon Electric Bike Rebates
Ashland Electric Utility customers can take advantage of a $300-$600
e-bike rebate when you apply. Rebate amount depends on the type of bike
purchased and where the bike is purchased from. Be sure to apply within

EWEB Customers can receive a $300 e-bike rebate to help offset
emissions and to support active transportation options. Be sure to apply

A revised e-bike rebate bill has been proposed and is waiting to be
voted on by the legislature. The proposed bill provides a purchase
incentive of $400 for an e-bike and up to $800 for individuals of
qualified-income households. This bill would provide at least 6,600

Rhode Island E-Bike Rebates
Rhode Island Statewide:
The Erika Niedowski Memorial Electric Bicycle Rebate gives applicants
an e-bike rebate of $400-$1,000 depending upon household income. Funding
is limited. Applications are accepted on a first come first served

Texas E-Bike Rebates
Austin Energy offers customers up to a $600 e-bike rebate for
qualifying purchases. The amount of the rebate depends on the cost of
the electric bike and can only be applied to bikes purchased through
Austin Energy’s approved dealer list. Be sure to submit an application

Vermont E-Bike Incentives
Vermont Statewide: For
a limited time, Vermont residents can apply for an e-bike rebate
ranging from $400-$800. Customers must apply online before receiving a
prepaid debit card, with the rebate amount, that can be used at
participating e-bike shops. Learn more.
Village, Village of Enosburg Falls, Hardwick Electric Department,
Village of Johnson, Village of Jacksonville, Ludlow Electric Light
Department, Lyndonville Electric Department, Morrisville Water &
Light Department, Northfield Electric Department, Village of Orleans, or
Swanton Village: Receive a $100
rebate for the purchase of an e-bike or retrofit kit through the Vermont
Public Power Supply Authority. VPPSA customers can simply complete
their online form and submit proof of purchase and the bike’s serial
number to get this after-purchase rebate. Learn more.
Burlington residents are eligible for a $200 rebate on e-bikes
purchased from either a local store or online retailer. To receive the
discount from a local store, bring your ID and a piece of mail with your
address on it to the Burlington Electric Department to receive a coupon
for $200 off. If you purchased online, you must submit an application
after you purchase in order to get the rebate. This program is set to

throughout the state to those looking to try out an e-bike for free.
E-bikes must be reserved in advance and can typically be rented

Green Mountain Power customers looking to switch car miles for e-bike
miles can save $200 on an e-bike purchased from a local retailer.
Customers must show a GMP energy statement, account number and address
within the GMP territory at the time of purchase to take advantage of

The Stowe Electric Department offers customers a $200 post-purchase
rebate on a Class 1 e-bike purchase. Simply fill out the online

Washington E-Bike Rebates
Washington Statewide: The
Washington Governor approved a budget package that would allow e-bike
buyers a $300 rebate regardless of income and income-qualified residents
up to a $1,200 rebate on a new electric bike. This new law would also
provide $2 million to create e-bike lending libraries across the state.

Washington D.C. Area:
The D.C. Council has passed The Electric Bicycle Incentive Kickstarting
the Environment (E-BIKE) Act of 2023 that offers an e-bike rebate for
local residents. The rebate would provide up to $1,500 in savings on a
new e-bike and up to $2,000 for a cargo e-bike. Other rebates in this
new legislation include $150-$300 for a replacement electric bike
battery and $75-$150 for a new e-bike lock. This new legislation is
